Article  351.

Au  cas  on  I’Etat  tchéco-slovaque,  1'Etat  Serbe-Croate-Slovéène
  ou  la  Roumanie  entreprendraient,
apres  autorisation  ou  sur  mandat  de  la  Commission
  internationale,  des  travaux  d’'aménage--ment,
  d’amélioration,  de  barrage  ou  autres  sur
une  section  du  réseau  fluvial  formant  frontière,
ces  Etats  jouiraient  sur  la  rive  opposée,  ainsi  due
sur  la  partie  du  lit  situce  hors  de  leur  territoire,  de
toutes  les  facilités  nécessaires  pour  procéder  aux
études,  à  T’exéecution  et  à  Pentretien  de  ces  travaux.

Article  352.

L’Allemagne  sera  tenue,  vis-à-vis  de  la  Commission
  européenne  du  Danube,  à  toutes  restitutions,
  réparations  et  indemnités  pour  les  dommages
  subis  pendant  la  guerre  par  cette  Commission.

Artiole  353.

Dans  le  cas  de  la  construction  d'une  voie  navigable
  à  grande  section  Rhin-Danube,  I’Allemagne
s'engage  à  appliquer  à  ladite  voie  navigable  le
régime  prévu  aux  articles  332  à  338.

CHAPTTRE  IV.
CLAUSES  RELATIVES  AURHIN  ET  A/LAMOSELLE.

Article  354.

Des  la  mise  en  vigueur  du  présent  Traité,  la
Convention  de  Mannheim  du  17  octobre  1868,  y
compris  son  protocole  de  clöture,  continuera  à
régler  la  navigation  du  Rhin,  dans  les  conditions
fixées  ci-aprés.

Au  cas  d’opposition  entre  certaines  des  dis-Positions
  de  ladite  Convention  et  les  dispositions
de  la  Convention  générale  visée  à  laarticle  338
ci-dessus,  qui  s'appliquera  au  Rhin,  les  dispositions
  de  la  Convention  générale  prévaudront.

Dans  un  délai  maximum  de  six  mois  à  dater  de
la  mise  en  vigueur  du  présent  Traité,  la  Commission
  centrale  visée  à  T’article  355  se  rGunira
pour  établir  un  projet  de  revision  de  la  Convention
  de  Mannheim.  Ce  projet  devra  ötre  rédige
en  conformité  des  dispositions  de  la  Convention
générale,  si  elle  est  intervenue  à  cette  date,  et

sera  soumis  aux  Puissances  représentées  à  la  Commission

  centrale.

L'Allemagne  déclare  donner,  des  à  présent,
son  adhésion  au  projet  qui  sera  Sétabli  de  la  maniere
indiquée  ci-dessus.  «

En  outre,  les  modifications  visées  dans  les  artickes
  suivants  seront  immédiatement  apportées
àla  Convention  de  Mannheim.

Les  Puissances  allices  et  associées  se  réservent
le  droit  de  s’entendre  à  cet  6gard  avec  les  Pays-Bas.
  L'’Allemagne  s'engage,  dés  à  présent,  si  elle
en  est  requise,  à  donner  son  adbésion  à  tout  accord
de  cette  nature.

Article  351.

Should  the  Czecho-Slovak  State,  the  Serb-Croat-Slovene
  State  or  Roumania,  with  the  authorisation
  of  or  under  mandate  from  the  International
  Commission,  undertake  maintenance,  improvement,
  weir,  or  other  works  on  a  part  of  the
river  system  which  forms  a  frontier,  these  States
shall  enjoy  on  the  opposite  bank,  and  also  on
the  part  of  the  bed  aohlen  is  outside  their  territory,
all  necessary  facilities  for  the  survey,  execution
and  maintenance  of  such  works.

Article  352.

Germany  shall  be  obliged  to  make  to  the  European
  Commission  of  the  Danube  all  restitutions,
reparations  and  indemnities  for  damages  inflictedon
  the  Commission  during  the  war.

Article  353.
Should  a  deep-draught  Rhine-Danube  navigable
  waterway  be  constructed,  Germany  undertakes

  to  apply  thereto  the  régime  prescribed  in
Articles  332  to  338.

CHAPTER  TV.
CLAUSES  RELATING  TO  THE  RHINE  AND  THE
MOSELLE.
Article  354.
As  from  the  coming  into  force  of  the  present
Treaty,  the  Convention  of  Mannheim  of  October

17,  1868,  together  with  the  Final  Protocol  thereof,
shall  continue  to  govern  navigation  on  the  Rhine,
subject  to  the  conditions  hereinafter  laid  down.

In  the  event  of  any  provisions  of  the  said  Convention
  being  in  conflict  with  those  laid  down
by  the  General  Convention  referred  to  in  Article
338  (which  shall  apply  to  the  Rhine)  the  provisions
  of  the  General  Convention  shall  prevail.

Within  a  maximum  period  of  six  months  from
the  coming  into  force  of  the  present  Treaty,  the
Central  Commission  referred  to  in  Article  355
shall  meet  to  draw  up  a  project  of  revision  of  the
Convention  of  Mannheim.  This  project  shall
be  drawn  up  in  harmony  with  the  provisions  of
the  General  Convention  referred  to  above,  should
this  have  been  concluded  by  that  time,  and  shall
be  submitted  to  the  Powers  represented  on  the
Central  Commission.  Germany  hereby  agrees  to
adhere  to  the  project  so  drawn  up.

Further,  the  modifications  set  out  in  the  following
  Articles  shall  immediately  be  made  in
the  Convention  of  Mannheim.

The  Alled  and  Associated  Powers  reserve  to
themselves  the  right  to  arrive  at  an  understanding
  in  this  connection  with  Holland,  and  Germany
  hereby  acceed  to  adhere  if  required  to  any
such  understanding.
