En  vue  de  préciser  les  conditions  dans  lesnelles
  devront  ötre  exécutées  certaines  clauses
u  Traité  signé  à  la  date  de  ce  jour,  il  est  entendu

entre  les  Hautes  Parties  Contractantes  qdue:

1°  Une  Commission  sera  nommée  par  les  Principales
  Puissances  alliées  et  associées  pour  surveiller
la  démolition  des  förtifications  d'’Héligoland  en
conformité  du  Traité.  Cette  Commission  aura
dualité  pour  déecider  duelle  partie  des  ouvrages
Protégeant  la  cöte  contre  les  Grosions  de  la  mer  doit
Stre  Cconservée  et  quelle  partie  doit  Stre  démolie;

2°  Les  sommes  due  I’Allemagne  aurait  à  rembourser
  à  ses  ressortissants  pour  les  indemniser
des  parts  d’intérét  qu’ils  se  trouveraient  avoir
dans  les  chemins  de  fer  et  les  mines  visés  à  T’alinéa  2
de  ’article  156,  seront  portées  au  crédit  de  I'Allemagne
  à  valoir  sur  les  sommes  dues  au  titre  des
réparations;

3°%  La  liste  des  personnes  due,  conformément
à  Particle  228,  alinéa  2,  I1-Allemagne  devra  livrer
aux  Puissances  alliéces  et  asscciées,  sera  adressée
au  Gouvernement  allemand  dans  le  mois  qui
suivra  la  mise  en  vigueur  du  Traité;

4°  La  Commission  des  réparations  prévue  à
T’article  240  et  aux  paragraphes  2,  3  et  4de  l’Annexe
IV  ne  pourra  exiger  la  divulgation  de  secrets  de
fabrication  ou  d’autres  renseignements  confidentiels;

5°  Des  la  signature  du  Traité  et  dans  les  quatre
mois  qui  suivront,  I’Allemagne  aura  la  possibilité
de  présenter  à  Pexamen  des  Puissances  alliéces  et
associéces  des  documents  et  des  propositions  à
D’effet  de  häter  le  travail  relatif  aux  réparations,
d’abréger  ainsi  I’enquste  et  d’accélérer  les  décisions;

6“°  Des  poursuites  seront  exercées  contre  les
personnes  qdui  auraient  commis  des  actes  dlictueux
  en  ce  qdui  concerne  la  liquidation  des  biens

With  a  view  to  indicating  precisely  the  con
ditions  in  which  certain  provisions  of  the  Treaty
of  even  date  are  to  be  carried  out,  it  is  agreed  by
the  High  Contracting  Parties  that:

(1)  A  Commission  will  be  appointed  by  the
Principal  Allied  and  Associated  Powers  to  supervise
  the  destruction  of  the  fortifications  of  Heli--goland
  in  accordance  with  the  Treaty.  This
Commission  will  be  authorized  to  decide  what
portion  of  the  works  protecting  the  coast  from
Sea  erosion  are  to  be  maintained  and  what  portion
must  be  destroyed;

(2)  Sums  reimbursed  by  Germany  to  German
nationals  to  indemnify  them  in  respect  of  the
interests  which  they  may  be  found  to  possess  in
the  railways  and  mines  referred  to  in  the  second
paragraph  of  Article  156  shall  be  credited  to
Germany  against  the  sums  due  by  way  of  reparation;


(3)  The  list  of  persons  to  be  handed  over  to
the  Allied  and  Asscciated  Governments  by  Germany
  under  the  second  paragraph  of  Article  228
shall  be  Ccommunicated  to  the  German  Government
  within  a  month  from  the  coming  into  force
of  the  Treaty;

(4)  The  Reparation  Commission  referred  to  in
Article  240  and  paragraphs  2,  3  and  4  of  Annex  IV
cannot  require  trade  secrets  or  other  confidential
information  to  be  divulged;

(5)  From  the  signature  of  the  Treaty  and
within  the  ensuing  four  months  Germany  will  be
entitled  to  submit  for  examination  by  the  Allied
and  Associated  Powers  documents  and  proposals
in  order  to  expedite  the  work  connected  with
reparation,  and  thus  to  shorten  the  investigation
and  to  accelerate  the  decisions;

(6)  Proceedings  will  be  taken  against  persons
who  have  committed  punishable  offences  in  the
liquidation  of.  German  property,  and  the  Allied
