The  business  of  the  Colonies  was,  until  1801,  induded  in  the  functions  of  the  Home  Secretary,
  to  be  transferred  in  that  year  to  the  newly-created  “Secretary  for  War”.  In  1854  the
outbreak  of  the  Russian  War  led  to  the  appointment  of  a  Secretary  of  State  for  the  Colonies  (to
