267 Uebereinkunft zwischen Deutschland und Großbritannien über die Einführung eines einheitlichen Zollsystems für Togo und das Gebiet der Goldküste östlich vom Volta. Die Regierung Seiner Majestät des Deutschen Kaisers und die Regierung Ihrer Majestät der Kö- nigin von Großbritannien und Irland, Kaiserin von Indien, in der Absicht, die Entwickelung des Handels in den Gebieten beider Staaten an der Gold= und Sklavenküste zu sichern, haben nachstehenden Vertrag abgeschlossen: Artikel 1. Die deutschen und die östlich des Voltaflusses belegenen britischen Besitzungen an der Gold= und Sklavenküste sollen ein einheitliches Zollgebiet bilden, ohne Zwischenzollgrenze, dergestalt, daß daselbst ein und dieselben Zölle erhoben werden, und daß die auf einem Gebiet verzollten Waaren, ohne einer neuen Abgabe zu unterliegen, in das andere eingefüährt werden können. Artikel 2. Die Einfuhr in das gemeinschaftliche Zollgebiet unterliegt folgenden Zöllen: The Government ol His Majesty the German Emperor and the Government of Her Majesty tbe Qucen of the United Kingdom of Great Britain and Ireland, Empress ol India, with a view to assure tbe development ol commerce witbin tbe territories ol either State on the Gold and Slave Coasts, have concluded tbe following Convention: Article I. The German possessions on the Gold and Slave Coasts and the British possessions on tbe Gold und Slave Coasts, ling to the enstward ol the River Volta, shall form a single Customs territory, without any intervening Customs barrier, in such manner that one and the same rate of customs duty shall be levied within them, and tbat goods having paid customs duty on tbe one territory may be imported into the other without additional Payment. Article II. Goods imported into tbe joint Customs terri- tory are liable to the following rates of duty: Zollsat · · Rate 1. Se der in guildem in Alicen 1. Alle übrigen Einfuhrartikel unterliegen einem Einfuhrzoll von 4 Prozent vom Werth, sofern sie nicht von der Verzollung ausdrücklich ausgenommen ind. 3. Die in der beigefügten Anhangstabelle auf- geführten Gegenstände sind von der Verzollung aus- genommen. Artikel 3. Die Zahlung der Zölle kann in deutschem oder englischem Gelde erfolgen. Deutsche und englische Scheidemünzen brauchen nur in Höhe bis zu 20 Mark oder 1 & angenommen zu werden. Artikel 4. Die vertragschließenden Mächte verpflichten sich ausdrücklich, sich jeder ungerechtfertigten und willkür- lichen Beeinflussung der Eingeborenen hinsichtlich der Wahl ihrer Einkaufs= und Verkaufsplätze zu enthalten, 2. The articles speciliec in the annered Schedule ore exempted from payment of duty. Article III. Payment of duties may be made in German or Englisb money. German and English small coin need only be accepted to the amounts ol 20 murks, or 1 F. « Artielo IV. The Contracting Powers expresely bind them- selves to abstain from influencing the natives in any injustiable or arbitrary manner in regurd to their choice of places ol buying and solling, and
