Die Home Rule-Bill läßt uns das deutlich erkennen am
Katalog der Gesetzgebungsstoffe, die dem irischen Parlament ent-
zogen und dem großbritannischen Parlament vorbehalten sein
sollen, und an der in den Verhandlungen viel besprochenen Gruppe
der „reserved Services® (s. 2 1-1, .2 15.5)
Zehn Materien sind ausgenommen!?: die Krone, Thronfolge,

Minderheitsvotum der Unterhauskommission zur Untersuchung der Obstruk-
tionsfragen von 1878 geschrieben: „The Committee cannot shut their eyes
to the fact that the House is composed of several different nationalities
who sympathise little with the aspirations, and who understand less of the
affairs, of each other. Considerable friction, heat, and ill-feeling is fre-
quently engendered by the interference of members belonging to one na-
tionality in the affairs of the others, with the result of delay, loss of time,
and obstruction to the general progress of business.“ Bei Parnell war natür-
lich nicht der Wunsch, dem Unterhaus zu helfen, der Vater dieser Ge-
danken; ihm war der Gang der englischen Geschäfte vollkommen gleich-
gültig, und er hatte ja selbst durch seine Obstruktion gerade ein Jahr vor-
her zum erstenmal das englische Parlament so wirksam gestört, daß von
da an die irische Vertretnng in Westminster den englischen Politikern die
ernsteste Sorge zu machen anfing. Parnell schrieb diese Sätze nur als un-
angenehme Wahrheiten in seinen Bericht. Aber schon 1880 sagte Glad-
stone in seiner Adresse an die Wähler von Midlothian: „I see the efficiency
of Parliament interfered with, not only by the obstruction from Irish mem-
bers, but even more gravely by the enormous weight that is placed upon
the time and the minds of those whom you send to represent you. We
have got an overweighted Parliament, and if Ireland or any other portion
of the country is desirous and able so to arrange its affairs that, by taking
the local part or some local part of its transactions off the hands of Par-
liament, it can liberate and strengthen Parliament für Imperial concerns,
I say I will not only accord a reluctant assent, but I will give a zealous
support to any such scheme* — mit dem Vorbehalt der Suprematie des
Reichsparlaments.
19 Hierin scheiden sich Home Rule im engern Sinn und staatliche Selb-
ständigkeit „sovereign independence“. Der Sinn Fein-Bund verlangt, wie
es Wolfe Tone und die Gesellschaft der United Irishmen vor hundert und
zwanzig Jahren schon forderte, die irische Republik, die in Englands
Kriegen neutral bliebe. Das galt schon vor dem Krieg.
