verbittert, wie eben Religionskämpfe sind. Auch die konser-
vative Opposition hat sich den Gedanken der Devo-
lution nicht entgehen lassen. Sie hat der Regierung in den
Debatten gesagt: wenn Ihr Schottland vom englischen Norden,
vielleicht sogar Lancashire von Yorkshire und Kent trennen
wollt, so müßt ihr auch den irischen, protestantisch-industriellen
Norden gegen den katholisch-landwirtschaftlichen Teil, die Provinz
Ulster oder wenigstens ihren Kern, Belfast mit den Grafschaften
Antrim, Armagh, Down und Londonderry, staatlich scheiden; dieser
Teil von Ulster ist wirtschaftlich und politisch abgeschlossen; er
haßt den katholischen Iren leidenschaftlicher als dieser den
Engländer oder Schotten; also, vom unionistischen Verlangen der
Vereinigung mit Großbritannien ganz abgesehen, ist Ulster so
gut zur Selbstverwaltung berechtigt als der Rest von Irland,
besser als Lancashire oder Wales. Die Regierung hat dieses
Argument schroff zurückgewiesen. Sie und sogar REDMOND selbst
haben zunächst nur hören wollen, ob die Unionisten sich in
Home Rule fügen wollten, wenn als Preis dafür das Devolutionsprinzip
auf Ulster ausgedehnt?®, und ein Ministerium für Sir E. CARSoNn,
: Ein Referendum über den Einschluß der Ulstergrafschaften war
in der Government of Ireland (Amendment) Bill vom 23. Juni 1914 in
Ulster vorgeschlagen, sogar mit einer Initiative verbunden:
If within three months after the date of the passing of this Act a
petition is presented to the Lord Lieutenant from any county in the
province of Ulster demanding a poll under this Act in that county with
reference to the question of the temporary exclusion of that county
from the operation of the Government oflIreland Act, 1914, and the Lord
Lieutenant is satisfied that the petition is signed by not less than one-
tenth of the parliamentary electors in the county, the Lord Lieutenant shall
cause a poll to be taken on that question of the parliamentary electors
in the county in accordance with the provisions of this Act.
The question shall be submitted to the electors in the following
form:
Are you in favour of the exclusion of.... from the operation of
the Government of Ireland Act 1914, for a period of six years?
Are you against the exclusion of.... (und nun ebenso weiter)?
