Article 95.
Dans un délai qui n’excédera pas qduinze jours,
à compter de la mise en vigueur du présent Traité,
les troupes et les Autorités allemandes so
rotireront do la zone ci-dessus décrite. Jusqu'à cce
due Tévacuation soit achevée, elles s’'abstiendront,
de toute réquisition en argent ou en nature et de
toute mesure pouvant porter atteinte aux intérsts
matériels du pays.
A Texpiration de la période sus-mentionnée,
ladite zone sera placée sous T’autorité d’'une Commission
internationale de cind membres, nommés
par les Principales Puissances alliées et associées.
Cette Commission aura un pouvoir général
FTadministration et, en particulier, sera chargée
du soin Torganiser le vote et de prendre toutes les
mesures qu’elle jugera nécessaires pour en assurer
la liberté, la sincérité et le secret. La Commission
aura aussi plein pouvoir pour statuer sur toutes
les questions auxquclles Pexécution des présentes
clauses pourra donner lieu. La Commission
Prendra tous les arrangements utiles pour se faire
saider dans I’exercice de ses fonctions par des
assistants. choisis par elle parmi la population
locale. Ses décisions seront prises à la majorité
des voix. «
Le droit de suffrage sera accordé à toute
pPersonne, sans distinction de sexe, satisfaigant
aux conditions suivantes:
a) Avoir 20 ans révolus à la date de la mise
en vigucur du présent Traité;
b) Etre né dans la zone soumise au plébiscite
ou y avoir son domicile ou sa résidence habituelle
depuis la date qui sera fixée par la Commission.
Chacun votera dans la commune on il est
domicilié, ou dans laquelle il est né s'il n’a pas
son domicile ou sa résidence dans ladite zone.

of East Prussia.
Article 95.
The German troops and authorities will be
withdrawn from the area defined above witbin
a period not exceeding fifteen days after the
coming into force of the present Treaty. Until
the evacuation is completed they will abstain
from all requisitions in money or in kind and
from all measures injurious to the economic
interests of the country.
On the expiration of the above-mentioned
period the said aren will be placed under the
authorit) of an International Commission of
fve members appointed by the Principal Allied
and Associated Powers. This Commission will
have general powers of administration and, in
particular, will be charged with the duty of
arranging for the vote and of taking such measures
as it may deem necessary to ensure its
freedom, fairness and secrecy. The Commission
will have all necessary authority to decide any
duestions to which the execution of these provisions
may give rise. The Commission will make
such arrangements as may be necessary for assistance
in the exercise of its functions by officiale
chosen by itself from the local population; its
decisiohs will be taken by a majority.
Every person, irrespective of sex, will be
entitled to vote who:
(a) Is 20 Fears of age at the date of the
coming into force of the present Treaty, and
(b) Was born within the area where the
vote will take place or has been habitually resident
there from a date to be fired by the Commission.
Every person will vote in the commune where
he is habitually resident or, if not habitually
resident in the area, in the commune where he
was born.
