Article 143.
Le Gouvernement chérifien aura une entiere
liberté d’action pour régler le statut et les conditions
de I’#4tablissement des ressortissants allemands
au Maroc.
Les Protégés allemands, les censaux et les associés
agricoles allemands seront considérés Comme
ayant cessé, à partir du 3 acüt 1914, de jouir des
Privileges attachés à ces dualités pour Ötre soumis
au droit commun.
Article 144.
Tous les biens et propriétés de 1Empire et des
Etats allemands dans IEmpire chérifien passent
de plein droit au Maghzen, sans aucune indemnité.
A cet égard, les biens et propriétés de IEmpire
et des Etats allemands seront considérés comme
comprenant toutes les propriétés de la Couronne,
de TEmpire et des Etats allemands, ainsi que
les biens privés de lex-empereur d’Allemagne et
des autres personnes royales.
Tous les biens, meubles et immeubles appartenant,
dans 1 Empire chérifien, à des ressortissants
allemands seront traités conformément aux Sections
III et IV de la Partie X (Clauses 6éonomiques)
du présent Traité.
Les droits miniers qui seraient reconnus à des
ressortissants allemands par le Tribunal arbitral
institué en vertu du reglement minier marocain,
seront I’objet d’une estimation pécuniaire dui sera
demandée à l’arbitre; ces droits suivront ensuite
le sort des biens appartenant au Maroc à des
ressortissants allemandis.
Article 145.
Le Gouvernement allemand assurera le transfert,
à la personne qui sera désignée par le Gouvernement
français, des actions qui représentent la part de
I Allemagne dans le capital de la Banque d’Etat
du Maroc. La valeur de ces actions, indiquée par
la Commission des Réparations, sera pay#ée à cette
Commission pour stre portée au créedit de 1-Allemagne
dans le compte des sommes dues pour
réparations. II appartiendra au Gouvernement
allemand d’indemniser de ce chef ses ressortissants.
Ce transfert aura lieu sans préjudice du remboursement
des dettes due les ressortissants allemands
auraient contractées envers la Banque
d’Etat du Maroc.
Article 146.
LTes marchandises marocaines bénéficieront à

The Sherifian Government shall have complete
liberty) of action in regulating the status of
German nationals in Morocco and the conditions
in which they may establish themselves there.
German protected persons, semsars and „associés
agricoles“ shall be considered as having
ceased, as from August 3, 1914, to enjoy the
Privileges attached to their status and shall be
subject to the ordinary law.
Article 144.
All property and possessions in the Sherifian
Empire of the German Empire and the German
States pass to the Maghzen without payment.
For this purpose, the property and possessions
of the German Empire and the States shall be
deemed to include all the property of the Crown,
the Empire or the States, and the private propert)y
of the former German Emperor and other Royal
Personages.
All movable and immovable
Sherifian Empire belonging to German nationals
shall be dealt with in accordance with Sections III
and IV of Part X (Economie Clauses) of the
Present Treatz.
Mining rights which may be recognised as
belonging to German nationals by the Court of
Arbitration set up under the Moroccan Mining
Regulations shall form the subject of a valuation,
which the arbitrators shall be requested to
make, and these rights shall then be treated in
the same way as property in Morocoo belonging
to German nationals.
Article 145.
The German Government shall ensure the
transfer to a person nominated by the French
Government of the shares representing Germany's
portion of the capital of the State Bank
of Morocco. The value of these shares, as assessed
by the Reparation Commission, shall be
Paid to the Reparation Commission for the eredit
of Germany on account of the sums due for reparation.
The German Government shall be
responsible for indemnifping its nationals so
dispossessed.
This transfer will take place without prejudice
to the repayment of debts which German
nationals may have contracted towards the State
Bank of Morocco.
