Toute  personne  substituse  par  IEtat  francais
dans  tout  ou  partie  de  ses  droits  sur  Texploi--tation
  des  mines  ou  de  leurs  dépendances  bénéfciera
  des  prérogatives  estipulées  dans  la  présente
Anneze.

5  11.

Les  miner  et  autres  immeubles  devenus  la
Propriété  de  IEtat  français  ne  pourront  jamais
õtre  PTobjet  de  mesures  de  déchéance,  de  rachat,
d:expropriation  ou  de  réquisition,  ni  de  toute
autre  mesure  portant  atteinte  au  droit  de
Propriété.

Le  personnel  et  le  matériel  affectés  à  l'exploitation
  de  ces  mines  ou  de  leurs  dépendances,  ainsi
due  les  produits  extraits  de  ces  mines  ou  fabriquss
dans  leurs  dépendances,  ne  pourront  jamais  stre
Tobjet  de  mesures  de  réquisition.

§5  12.

PL’exploitation  des  mines  et  de  leurs  dépendances,
  dont  la  propristé  sera  acquise  à  I'Etat
français,  continuera,  sous  róserve  des  dispositions
du  paragraphe  23  ci-desscus,  d’étre  soumise  au
régime  tabli  par  les  lois  et  reglements  allemands
en  vigueur  au  11  novembre  1918  (réserve  faite
des  dispositions  erclusivement  prises  en  vue  de
T’état  de  guerre).

Les  droits  des  ouvriers  seront  6galement
maintenus,  tels  qu’ils  résultaient  au  11  novembre
  1918  des  lois  et  rèeglements  allemands  eidessus
  visés,  et  sous  réserve  des  dispositions  dudit
paragraphe  23.

Aucune  entrave  ne  sora  apportée  à  Tintroduction
  et  à  Iemploi  de  la  main  d’ceuvre  étrangere
  au  Bassin  dans  les  mines  ou  dans  leurs
dépendances.

Les  ouvriers  et  employés  de  nationalité  française
  pourront  appartenir  aux  syndicats  frangais.

tbeir  accessories  and  subsidiaries  shall  be.  madein
  accordance  with  the  German  mining  laws  and
Tregulations  above  referred  to.

10.

Every  person  whom  the  French  State  may
aubstitute  for  itself  as  regards  the  whole  or  part
of  its  rights  to  the  exploitation  of  the  mines  and
their  accessories  and  subsidiaries  shall  enjoy  the
benefit  of  the  privileges  provided  in  this  Annerx.

11.

The  mines  and  other  immovable  property
which  become  the  property  of  the  French  State
may  never  be  made  the  subject  of  measures  of
forfeiture,  forced  sale,  expropriation  or  reauiartion,
  nor  of  any  other  measure  aflecting  tbe
right  of  property.

The  personnel  and  the  plant  connected  with
the  exploitation  of  these  mines  or  their  access
  ories  and  subsidiaries,  as  well  as  the  product
extracted  from  the  mines  or  manufactured  in
their  accessories  and  subsidiaries,  may  not  at
any  time  be  made  the  subject  of  any  measures  of
requisition.

12.

The  exploitation  of  the  mines  and  their  accesnories
  and  subsidiaries,  which  become  the  property
of  the  French  State,  will  continue,  subject  to
the  provisions  of  paragraph  23  below,  to  be  subject
  to  the  régime  established  by  the  German
laws  and  regulations  in  korce  on  November
11,  1918,  excopting  provisions  adopted  erclusively
  in  viow  of  the  state  of  war.

The  rights  of  the  workmen  shall  similarly  be
maintained,  subject  to  the  provisions  of  the  said
paragraph  23,  as  establishech  on  November
11,  1918,  by  the  German  laws  and  regulations
above  referred  to.

No  impediment  shall  be  placed  in  the  way  of
the  introduction  or  employment  in  the  mines
and  their  accessories  and  subsidiaries  of  wortkmen
  from  without  the  Basin.

Tho  employces  and  workmen  of  French
nationality  shall  havo  the  right  to  belong  to
French  labour  unions.
